Open plots in Narsingi sit at one of the most useful junctions on Hyderabad's western edge: the Outer Ring Road's Narsingi interchange, with Kokapet's Neopolis towers on one side, Puppalaguda and Manikonda on the other, and the Financial District ten to fifteen minutes up the road. Narsingi is in Gandipet mandal of Rangareddy district, close to the Osman Sagar reservoir, and its plotted market reflects all of that: HMDA villa-plot layouts priced just below Kokapet, older gram panchayat colonies in the village core, quieter survey numbers toward Manchirevula and Gandipet whose value has been reshaped by the repeal of GO 111, and steady builder interest in land suited to joint development.
This guide is what we tell clients on a first call about buying a plot in Narsingi as of October 2026. It covers connectivity, the micro-markets inside Narsingi and how they price differently, what the GO 111 repeal does and does not change, approvals, indicative per-square-yard bands, the legal checks that matter near the reservoir and the Musi, registration costs and an honest view of risk.
Why Narsingi works for plot buyers
Narsingi's case is about value relative to its neighbours. Kokapet next door has become the most expensive plotted market in Telangana, pushed up by HMDA's Neopolis auctions. The Financial District and Nanakramguda have virtually no plots left. Narsingi offers HMDA layouts with similar access to the same employment hubs at a discount to Kokapet, and with more supply than anywhere closer to Wipro Circle. For a family that wants to build an independent home within a short commute of the Financial District, Narsingi is often the first place where the arithmetic works.
The second attraction is that Narsingi is now a real town, not an outpost. Gated high-rises, villa communities, schools, hospitals, supermarkets and restaurants have filled in along the Narsingi–Kokapet road and toward Puppalaguda. A plot here is not a bet that the city will arrive; the city is already here, and the remaining question is which pocket and which plot.
The third is the Gandipet side. Toward Osman Sagar, Narsingi still has greenery, open views and a quieter character, which appeals to buyers who want space. Those same survey numbers come with heavier regulatory history, which is exactly why they are priced lower and why they demand more careful checks.
The ORR Narsingi interchange and how Narsingi connects
Direct ORR access
The Narsingi interchange gives almost every layout in the area access to the Outer Ring Road within a few minutes. From there, Rajiv Gandhi International Airport at Shamshabad is typically 25 to 35 minutes outside peak traffic, the Nanakramguda and Gachibowli exits are a short hop north, and Tellapur, Patancheru and Kollur are within 20 to 30 minutes.
The road grid
The Narsingi–Kokapet road links west to the Neopolis layout and Gandipet. Eastward, roads run through Puppalaguda and Manikonda toward the Shaikpet flyover and on to Tolichowki and Mehdipatnam, and a southern route crosses toward Bandlaguda Jagir, Langar Houz and the old city. The Financial District is 10 to 15 minutes north via the ORR service roads or the Puppalaguda route, depending on traffic.
Employment and social infrastructure
The demand base is the Financial District, Nanakramguda and Gachibowli employment cluster, plus the growing office presence in Kokapet's Neopolis. International and CBSE schools, multi-speciality hospitals and retail are within 10 to 20 minutes in Narsingi itself, Kokapet and the Gachibowli belt.
Growth drivers shaping Narsingi plot values
- Kokapet spillover. As Kokapet plots crossed ₹1 lakh per square yard for most approved layouts, buyers and small builders moved a few kilometres east to Narsingi. That spillover has been the single biggest driver of Narsingi's plot appreciation in recent years.
- Financial District demand. Senior professionals who would otherwise buy a large flat in a tower increasingly compare it with a plot and an independent house in Narsingi.
- Joint development appetite. Developers looking for land for villa clusters or mid-rise projects actively seek parcels in Narsingi, which supports values for larger plots on wide roads.
- Musi and reservoir plans. The state's Musi rejuvenation and riverfront proposals have included the western stretch toward Osman Sagar. We treat these as proposals whose scope and timing are uncertain; they may add amenity value, and they may also bring stricter buffers and acquisition for some survey numbers near the river.
- GO 111 repeal. The 2022 replacement of GO 111 changed sentiment for survey numbers toward Gandipet, although, as explained below, it did not by itself make every such plot buildable.
Narsingi's micro-markets, from Kokapet edge to Manchirevula
Narsingi is not one price. These are the pockets we brief clients on, from most to least expensive in general terms.
- Kokapet edge. Layouts nearest the Neopolis and the Narsingi–Kokapet road are priced closest to Kokapet. Our page on open plots in Kokapet covers that market in detail.
- Puppalaguda and Manikonda edge. The eastern side merges into the high-rise belt of Puppalaguda and Manikonda, with strong rental demand and a dense, convenient feel. For older plotted colonies on that side, see open plots in Manikonda.
- Central HMDA villa-plot layouts. The core of Narsingi's plotted market: HMDA layouts and gated villa-plot ventures with 30 to 40 foot roads, many partly built. These provide the most reliable comparables.
- Narsingi village core. Older gram panchayat layouts around the original settlement, with smaller plots and narrower lanes. Cheaper, and legally more variable.
- Manchirevula and the Gandipet side. Toward Osman Sagar and along the Musi, survey numbers are greener and quieter, with some layouts carrying GO 111-era history or sitting near water-body buffers. Prices here vary more than anywhere else in Narsingi, because legal and regulatory status varies so much.
GO 111 and its repeal: what it means for Narsingi and Manchirevula plots
GO 111, issued in 1996, protected the catchment of the Osman Sagar and Himayat Sagar reservoirs by restricting construction and industry in a list of villages around them. For a quarter of a century it kept large tracts on the Gandipet side largely agricultural or low-intensity, and it depressed land values there relative to the IT corridor a few kilometres away.
In 2022 the state replaced GO 111 with GO 69, removing the blanket restrictions and indicating that new regulations would be framed to protect the reservoirs. That repeal triggered a sharp rise in enquiries and asking prices for survey numbers that had been inside the GO 111 villages. For a Narsingi plot buyer, the important points are these.
- Check whether your survey number was covered. Not all of Narsingi was in the GO 111 list. Some survey numbers toward Gandipet and the reservoir side were in, or adjoin, covered villages. We check the village list and the master plan, not a seller's assurance.
- Repeal is not the same as permission. The land use designated in the HMDA master plan still governs what you can build. Where land was zoned for conservation or similar uses under the old regime, it may need a change of land use or revised zoning before residential construction is permitted.
- Reservoir protection rules still apply. Full Tank Level boundaries, buffer zones and any environmental conditions remain, and enforcement has tightened since HYDRAA was set up in 2024.
- Price the uncertainty. A plot whose buildability depends on rules not yet finalised should be priced as a long-term land holding, not as a ready-to-build plot.
Our view is that GO 111-history plots can be sensible long-horizon purchases for buyers who understand the risk, but they are not a substitute for a released HMDA plot if you intend to build soon.
Approvals explained: HMDA, gram panchayat, LRS and RERA in Narsingi
Narsingi lies within HMDA's planning area, so DTCP does not apply; DTCP approves layouts outside HMDA limits elsewhere in Telangana. Narsingi was upgraded from a gram panchayat to a municipality in 2018, and the urban local body structure around GHMC has since been under restructuring, so we confirm which body issues building permission for your survey number at the time of purchase.
HMDA layouts
Most of Narsingi's quality plotted supply is in HMDA-approved layouts, each with a Layout Permit number and approved plan. HMDA retains a proportion of plots as a mortgage until the developer completes infrastructure. A plot with a verified LP number, matching dimensions and confirmed release is the cleanest kind of purchase here. You can cross-check approvals through HMDA's website or office.
Gram panchayat layouts and LRS
Plots in the village core and some Manchirevula colonies began as gram panchayat layouts. The Layout Regularisation Scheme, opened in 2020 and offered again with a fee concession in 2025, allowed these to be regularised. Insist on the final LRS proceedings; an application receipt does not mean the plot is regularised.
TS RERA
New plotted layouts above 500 square metres or with more than eight plots must be registered with TS RERA before marketing. If you are buying in a new Narsingi venture, verify the registration and its details on the TS RERA portal.
Narsingi plot price per sq yd: indicative bands, October 2026
The bands below are indicative, based on recent transactions and advisor observation in Narsingi as of October 2026. They are not quotes or valuations. Facing, corner status, shape, distance from the ORR interchange and Kokapet, legal history and the seller's urgency can move a plot outside these ranges. The gated villa-plot band is consistent with what we see in the communities covered on our villas in Narsingi page.
| Plot category | Indicative range (per sq yd) | Notes |
|---|---|---|
| Manchirevula or Gandipet-side survey numbers with GO 111-era history | ₹45,000 – ₹80,000 | Buildability depends on zoning; wide variation |
| Village-core GP layout, LRS completed, 25–30 ft road | ₹50,000 – ₹75,000 | Check LRS order and road on the ground |
| HMDA layout, released, 30–33 ft road | ₹68,000 – ₹95,000 | Core of the market; good comparables |
| HMDA layout, 40 ft+ road, Kokapet or Puppalaguda side | ₹85,000 – ₹1,20,000 | Corners and east facing at the top |
| Villa plot in a gated community (rare) | ₹95,000 – ₹1,50,000 | Design rules and maintenance apply |
| Main-road or ORR service road frontage | ₹1,30,000 – ₹2,00,000 | Commercial interest; zoning decides |
At these levels, a 267 square yard plot in a released HMDA layout on a 30-foot road costs roughly ₹1.8 crore to ₹2.55 crore, while a 400 square yard villa plot in a gated venture can run from about ₹3.8 crore to ₹6 crore. The same 267 square yards in a comparable Kokapet layout would typically cost noticeably more, which is the gap that keeps buyers coming to Narsingi.
Plot sizes and what Narsingi layouts look like on the ground
Narsingi's HMDA layouts mostly offer plots of 200 to 400 square yards, with 267 and 300 square yards the sizes that come up most often in resale. Gated villa-plot ventures lean larger, typically 300 to 500 square yards, and occasional 600 to 1,000 square yard plots on the Gandipet side suit buyers who want a large home and garden or a small builder. In the village core and older Manchirevula colonies, 120 to 200 square yard plots on 20 to 30 foot roads are common.
A well-developed Narsingi layout today has 30 to 40 foot cement-concrete or blacktop roads, underground drainage, street lighting, a water supply connection, compound walls and landscaped open spaces, and gated ventures add security and a clubhouse. The terrain is gently undulating and rocky in places, which affects excavation cost and drainage, so walk the plot after rain if you can. A 267 to 300 square yard plot on a 30-foot road typically supports a ground-plus-two or stilt-plus-three independent house under current building rules, subject to zoning and any community guidelines.
Villa plots in gated ventures
Gated villa-plot communities are a distinctive part of Narsingi's market. The developer sells plots rather than finished villas, provides internal roads, drainage, utilities, a perimeter wall, security, landscaped spaces and often a clubhouse, and the buyer builds a home within community guidelines. Resale plots in such ventures are rare because many owners build or hold, and they command the premium shown in the table.
Before buying, read the community's design guidelines carefully: maximum height, setbacks beyond the statutory minimum, elevation controls, boundary-wall rules and construction timelines. Check maintenance charges, the corpus, who manages the community after the developer exits, and whether the open spaces and amenities shown in the approved layout have actually been delivered. A gated villa plot is only as good as the association that runs it.
When a Narsingi plot is worth more to a builder
Narsingi has active demand for land suitable for joint development, where a landowner contributes land and a developer builds, sharing the built area or revenue. This matters to plot buyers in two ways. First, larger plots of 600 square yards and above on 40-foot or wider roads in residential or multiple-use zones attract builder interest, which supports their price and liquidity. Second, if you own such a plot, a joint development can be an alternative to selling. Joint development agreements carry their own legal and tax complexities, including GST and capital-gains timing, so they need an advocate and a chartered accountant, but the option itself adds value to the right plot.
Legal checklist for buying a plot in Narsingi
Narsingi's mix of HMDA layouts, old village plots and reservoir-side survey numbers means the checklist is longer than in a uniformly new belt. This is the minimum we work through before any client pays an advance.
- LP number and approved layout, matched to the plot on the ground, or final LRS proceedings for a GP layout.
- Release status for HMDA layouts, confirming the plot is not an unreleased mortgage plot.
- Encumbrance certificate for 30 years or more, checking prior sales, mortgages and attachments.
- Complete link documents from the original pattadar, with extents and boundaries that reconcile.
- NALA conversion of the parent land, and confirmation that it is not assigned land, ceiling surplus or on the Section 22-A prohibited list.
- GO 111 status and master plan zoning for the survey number, including whether a change of land use is needed.
- Osman Sagar, Musi and lake buffers. Check the plot against reservoir FTL and buffer boundaries, the Musi river buffer and any local tank or nala buffers. HYDRAA has enforced these actively since 2024.
- Road widening and acquisition. Check whether any widening of the Narsingi–Kokapet road, service roads or riverfront proposals affect the plot.
- Litigation search on the survey number, including partition and title suits.
- Tax and dues: vacant land tax or property tax and community association dues.
In Narsingi, two plots on the same road can differ by 30 percent for reasons that only show up in the master plan and the buffer maps. Check both before you agree a price.
Registration and charges in Narsingi
Most Narsingi survey numbers register at the Gandipet sub-registrar office, though we confirm jurisdiction from the survey number before booking the slot through the Telangana registration portal. Charges apply to the higher of the sale consideration and the government market value.
| Charge | Approximate rate, Oct 2026 | On a ₹2.2 crore plot |
|---|---|---|
| Stamp duty | ~5.5% | ~₹12.1 lakh |
| Transfer duty | ~1.5% | ~₹3.3 lakh |
| Registration fee | ~0.5% | ~₹1.1 lakh |
| Approximate total | ~7.5% | ~₹16.5 lakh |
Rates are revised from time to time, and we verify them at the SRO on the day. On purchases above ₹50 lakh from a resident seller, the buyer deducts 1 percent TDS and deposits it via Form 26QB. If the seller is an NRI, TDS under Section 195 is computed on capital-gains rules and is considerably higher; you will need a TAN and should involve a chartered accountant before the agreement. After registration, apply for mutation of the local body's property records into your name.
Investment outlook for Narsingi plots
Narsingi's outlook is supported by its position between Kokapet and the Financial District, the depth of end-user demand from IT professionals, active builder interest in larger parcels and completed infrastructure across most of its HMDA layouts. It is one of the few western pockets where a buyer can still find a released HMDA plot within a 15-minute commute of Wipro Circle at a meaningful discount to Kokapet.
The risks are worth stating plainly. Prices have already re-rated sharply, so future gains are more likely to follow the western corridor than to repeat recent jumps. Traffic at the Narsingi interchange and on the Kokapet road is rising. The Gandipet-side and Manchirevula survey numbers carry regulatory uncertainty that may take years to resolve. Riverfront and road projects could bring acquisition as well as amenity. A sensible holding period for an investment plot is five to eight years for released HMDA plots and longer for GO 111-history land.
Who should buy a plot in Narsingi
Narsingi suits Financial District and Gachibowli professionals who want to build their own home at a discount to Kokapet; families wanting a villa plot in a gated community with amenities; long-horizon investors comfortable with regulatory complexity on the Gandipet side; and landowners or small builders interested in joint development.
Narsingi is less suitable for buyers with budgets under about ₹1.2 crore, who will find mostly small village-core plots; anyone expecting a quick resale gain; and buyers who want a ready home without managing construction. If you prefer a finished flat, our page on apartments in Narsingi covers the tower options near the interchange. For buyers who mainly want proximity to the office, our page on open plots in Nanakramguda explains why the closer pocket has so little supply.
NRI note for Narsingi plots
NRIs and OCI cardholders can buy residential, non-agricultural plots in Narsingi. FEMA restricts them from agricultural land, plantation property and farmhouses, which is particularly relevant on the Gandipet side, where some survey numbers may still be recorded as agricultural land. An NRI cannot buy such land, so confirm the plot's non-agricultural status in the revenue and municipal records before paying anything. Payment must come through Indian banking channels, typically NRE, NRO or FCNR accounts or inward remittance. Most overseas buyers sign through a specific Power of Attorney executed at an Indian consulate and adjudicated in Telangana. See our guide on NRI investment in Telangana and, if you are weighing a plot against a ready home, our NRI guide to buying villas and apartments in Hyderabad. Consult a chartered accountant on tax and repatriation.

Narsingi open plots: frequently asked questions
What is the price of open plots in Narsingi per square yard?
As of October 2026, released HMDA plots on 30 to 33 foot roads in Narsingi typically trade between ₹68,000 and ₹95,000 per square yard, based on recent transactions and advisor observation. Plots on 40 foot roads toward Kokapet or Puppalaguda reach about ₹85,000 to ₹1.2 lakh, and rare gated villa plots ₹95,000 to ₹1.5 lakh. Village-core and Manchirevula plots sit lower. These indicative ranges vary with road width, facing, approval, legal history and distance from the ORR interchange.
Did the GO 111 repeal make Narsingi plots buildable?
Not automatically. GO 111 restricted construction in villages around Osman Sagar and Himayat Sagar from 1996 until it was replaced by GO 69 in 2022. Some Narsingi survey numbers toward Gandipet and Manchirevula were in or near covered villages. The repeal removed the blanket restriction, but the HMDA master plan land use still decides what you can build, reservoir buffers still apply, and detailed rules have been slow to follow. Treat such plots as long-term holdings unless zoning clearly permits residential construction.
Are Narsingi plots HMDA or DTCP approved?
Narsingi is inside HMDA's planning area, so approved layouts carry HMDA approval with a Layout Permit number. DTCP approves layouts outside HMDA limits elsewhere in Telangana and has no role here. Older plots in the village core and some Manchirevula colonies began as gram panchayat layouts, some regularised under the Telangana LRS scheme. Always verify the LP number and the plot's release from HMDA's mortgage, or obtain the final LRS proceedings rather than an application receipt.
How do Narsingi plot prices compare with Kokapet?
Narsingi generally trades at a discount to Kokapet for comparable approval and road width. Released HMDA plots on 30 foot roads in Kokapet typically sit around ₹75,000 to ₹1.05 lakh per square yard, against roughly ₹68,000 to ₹95,000 in Narsingi as of October 2026. The gap narrows on the Kokapet edge of Narsingi and widens toward Manchirevula. Both share the same employment base and ORR access, which is why Narsingi absorbs much of Kokapet's spillover demand.
Is the Musi river a concern for plots in Narsingi?
It can be for survey numbers near the river or toward Osman Sagar. The Musi carries a river buffer, the reservoir has FTL and buffer limits, and local tanks and nalas add their own. The state's Musi rejuvenation and riverfront proposals could add amenity value but may also tighten buffers or require land for some survey numbers. HYDRAA has enforced water-body rules actively since 2024. Have any riverside or reservoir-side plot checked against official maps before you pay an advance.
What are the registration charges for a Narsingi plot?
Approximately 7.5 per cent of the higher of the sale price and government market value: around 5.5 per cent stamp duty, 1.5 percent transfer duty and 0.5 percent registration fee, as of October 2026. On a ₹2.2 crore plot that is about ₹13.2 lakh. Most survey numbers register at the Gandipet SRO, which we confirm from the survey number, and we verify rates on the day. The buyer also deducts 1 percent TDS for a resident seller above ₹50 lakh, or higher TDS for an NRI seller.
Can NRIs buy plots in Narsingi?
Yes, provided the plot is residential and non-agricultural. NRIs and OCI cardholders cannot buy agricultural land, plantation property or farmhouses under FEMA, which matters on the Gandipet side, where some survey numbers may still be recorded as agricultural. Payment must come through Indian banking channels such as NRE, NRO or FCNR accounts or inward remittance, and a specific Power of Attorney adjudicated in Telangana lets a representative register. Consult a chartered accountant on tax and repatriation.
Are gated villa plots in Narsingi worth the premium?
For many families, yes. A gated villa-plot venture provides internal roads, drainage, utilities, security, landscaping and often a clubhouse, and resale plots inside such communities are scarce, which supports value. The premium over an ordinary HMDA plot can be 15 to 30 percent. Before paying it, read the design guidelines on height, setbacks and elevation, check maintenance charges and the corpus, and confirm that promised amenities and open spaces have actually been delivered and handed over to the association.
