Villas in Secunderabad are independent houses and old bungalows in the twin city's established colonies, and the first question for any of them is not price but jurisdiction. Secunderabad is split between ordinary municipal land under the Greater Hyderabad Municipal Corporation and areas administered by the Secunderabad Cantonment Board, with defence land recorded in the General Land Register running through and around both. The same 300 sq yd house can be a straightforward freehold purchase in West Marredpally and a very different proposition a few kilometres north if it stands on old-grant land in the cantonment. This guide explains how to tell the difference and what it means for a buyer as of October 2026: the jurisdictions, old grants and the General Land Register, where the independent houses are in Marredpally, West Marredpally and Bowenpally, indicative prices, rebuild rules and the NRI process.

NRR Estates is a Hyderabad advisory. In Secunderabad we begin every engagement with a simple question to the seller: is this land GHMC freehold, cantonment freehold, or something else? The answer decides the rest.

Why villas in Secunderabad still make sense for many families

Secunderabad does not compete with the western suburbs on new construction. It competes on location, history and established neighbourhoods.

  • Rail and metro hub. Secunderabad railway station, the MMTS network and the Parade Ground metro interchange on the Blue and Green Lines put most of the city within reach.
  • Mature colonies. Marredpally, Padmarao Nagar and the colonies around them have schools, clubs, churches, temples, markets and hospitals built up over a century.
  • Green, low-rise surroundings. The cantonment's open spaces and height controls keep large stretches of north Secunderabad green and uncrowded.
  • Larger plots at central-city prices below the west. Land in the better civil colonies is usually cheaper per square yard than Banjara Hills or Begumpet's best pockets, for plots of comparable size.

The trade-off is complexity. Title and building rules depend on which authority controls the land, roads near defence areas have seen restrictions, and some of the most attractive old bungalows sit on land the occupant does not own outright. For flats in the same area, see apartments in Secunderabad.

Three regimes in one city: GHMC, the Cantonment Board and defence land

GHMC civil areas

The Marredpally colonies, Padmarao Nagar, Chilkalguda and most of the old bazaar core are ordinary municipal areas. Building plans are sanctioned by GHMC, property tax is paid to GHMC, and title works as it does elsewhere in Hyderabad: registered sale deeds, encumbrance certificates and a chain going back 30 years or more.

Secunderabad Cantonment Board areas

Bowenpally, Trimulgherry, Karkhana, Vikrampuri, parts of Rasoolpura, Picket and areas toward Bolarum fall within the cantonment's limits. The Cantonment Board, constituted under the Cantonments Act, 2006, has historically sanctioned building plans and collected property tax in these areas under its own bye-laws, which tend to be stricter on height and coverage than GHMC's. Within these limits there is both private freehold land and land owned by the Government of India.

Defence land and the General Land Register

Land owned by the Ministry of Defence in and around cantonments is recorded in the General Land Register maintained by the Defence Estates Officer. Under the cantonment land administration rules, defence land is classified broadly into land used or reserved for military purposes, land with other central or state government departments, land held by private persons under old grants or leases, vacant land, and land placed under the management of the Cantonment Board. For a house buyer, the category that matters most is land held by private persons, because that is where old-grant bungalows sit.

The excision process

The central government has been working on excising civil areas from cantonments across the country and merging them with neighbouring municipalities, and the process for Secunderabad's civil areas and GHMC has been under way for some time. Until it is complete and its effect on a specific colony is notified, treat any claim about a pocket's future status as something to verify on the day you buy. Excision of civil areas is generally understood to change the municipal authority; it does not, by itself, turn government-owned land into private freehold.

If a seller describes a cantonment bungalow as "freehold" without a document that shows it, assume it is not until a lawyer who handles cantonment matters has seen the General Land Register entry.

Old grants and the General Land Register: what every Secunderabad buyer must understand

What an old grant is

Many of the older bungalows in cantonment areas stand on sites granted to private persons under terms that date back to the nineteenth century. Under an old grant, the holder typically owns the building and enjoys occupancy of the site, while the Government retains ownership of the land and the right, under the grant terms, to resume it, usually with compensation for the structure. These sites have been bought and sold for generations, often at prices close to freehold, which is exactly why buyers get caught out.

How to tell what you are buying

  • General Land Register entry: the survey number of the site, its classification and the name of the holder in the register maintained by the Defence Estates Officer.
  • Grant or lease document: the original grant or lease and its terms, if available, and any conditions on transfer or use.
  • Mutation history: whether each change of holder has been mutated in the defence records, not just registered at the SRO.
  • Cantonment Board assessment: the property tax assessment and the Board's records of building sanction.
  • Freehold conversion: if the seller says the site was converted to freehold, the written conversion and payment records.

Transfers and mutation

Transfers of old-grant properties have traditionally involved the Defence Estates Office as well as the registration department, with mutation in the defence records sometimes subject to conditions or charges. A sale deed registered at the SRO without the corresponding defence-record mutation leaves the buyer with a weak position. We confirm the current procedure for the specific site before any money moves.

Conversion to freehold

Policies for converting old-grant and leased sites to freehold have been announced and revised at various times. A conversion exists only when it has been sanctioned and documented for that particular site and the charges paid. Until then, the property is not freehold, regardless of how long the family has held it.

Why banks hesitate

Most lenders will not lend against land whose ownership rests with the Government. If an old-grant bungalow is your target, plan to pay from your own funds and price the property accordingly. That financing gap, along with the resumption right, is why such properties usually trade well below freehold equivalents when buyers are properly advised.

A comparison that makes the point

Picture two 600 sq yd bungalows of similar age, one on freehold land in West Marredpally and one on an old-grant site in a cantonment colony. The first can be mortgaged, rebuilt with GHMC permission and sold to any buyer with a home loan. The second usually has to be bought with cash, may need defence permission for a substantial rebuild, carries a resumption right however rarely it is used, and can be sold on only to another cash buyer who accepts the same terms. Even if the two houses look identical from the gate, they are different assets, and the price gap between them should reflect that.

Where the independent houses are: Marredpally, West Marredpally, Bowenpally and beyond

West Marredpally

West Marredpally is one of Secunderabad's most established residential addresses: tree-lined roads, large older bungalows, clubs and schools within walking distance and, being a GHMC civil area, straightforward municipal freehold title in most cases. Plots of 300–600 sq yd are common, with some larger family holdings. Many houses here are being rebuilt or redeveloped into boutique low-rise apartment buildings, which supports land values.

East Marredpally and Padmarao Nagar

East Marredpally and Padmarao Nagar are denser, with independent houses on 150–350 sq yd plots, G+2 rebuilds and standalone apartment buildings. They offer a lower entry ticket to Marredpally living, with the same convenience: the railway station, Paradise and the metro are minutes away.

Bowenpally

Bowenpally, on the northern side toward the Hyderabad–Nagpur road, lies within cantonment limits and has grown into a busy residential and commercial area, with its large vegetable market and a mix of older independent houses, newer G+2 homes and apartment buildings. Much residential Bowenpally land is held under private registered titles, but because it is cantonment territory, the building sanction, property tax and jurisdiction checks must be run against cantonment records. Land values are lower than in Marredpally, and plots are typically 150–300 sq yd.

Trimulgherry, Karkhana and Vikrampuri

These cantonment-side colonies combine private freehold houses with pockets of defence land and older bungalows on large sites. They are green and well located, but every property needs the full jurisdiction and land-classification check. Further north, the same considerations apply in Alwal and Bolarum; our page on villas in Alwal covers that side.

Indicative villa and independent house prices in Secunderabad, October 2026

The figures reflect recent transactions and advisor observation as of October 2026. Treat them as indicative bands for clean freehold title unless a row says otherwise; jurisdiction, road width, plot size and the state of the house all shift individual prices.

Secunderabad property typeTypical sizeIndicative price
Freehold residential land, West Marredpally—₹1.1 L – ₹1.8 L per sq yd
Freehold residential land, East Marredpally and Padmarao Nagar—₹95,000 – ₹1.5 L per sq yd
Freehold residential land, Bowenpally (cantonment area)—₹70,000 – ₹1.2 L per sq yd
Independent house or bungalow, West Marredpally250–600 sq yd₹3 Cr – ₹9 Cr
Independent house, East Marredpally and Padmarao Nagar150–300 sq yd₹1.6 Cr – ₹4.2 Cr
Independent house, Bowenpally150–300 sq yd₹1.2 Cr – ₹3.2 Cr
Old-grant bungalow, cantonmentVariesCase by case; typically well below freehold equivalents and rarely bank-financed
Monthly rent, 3–4BHK independent house—₹35,000 – ₹1.2 L

As elsewhere in the old city cores, the land carries most of the value of older houses. In Secunderabad, the land's legal status carries almost as much weight as its location. An apparently cheap bungalow on a large site in the cantonment is usually cheap for a reason that can be found in the General Land Register.

Building and rebuilding under each regime

In GHMC areas

Rebuilding a house in Marredpally or Padmarao Nagar follows the standard GHMC process through TG-bPASS. Floors, setbacks and parking depend on plot area and road width under the Telangana building rules. A G+2 or G+3 owner's home with rental floors is common on plots of 200–350 sq yd facing 30–40 ft roads.

In cantonment areas

Within cantonment limits, building plans have been sanctioned by the Cantonment Board under its bye-laws, which have generally allowed less height and coverage than GHMC rules. Approvals can take longer, and some sites near military installations face additional restrictions. If excision transfers a colony to GHMC, building rules for that colony may change, but until that is notified, plan on the cantonment rules. On old-grant land, any substantial rebuild may also need the defence authorities' permission under the grant terms.

Near defence installations

Plots that share a wall or a road with a military establishment can face extra conditions on construction, including clearance from the defence authorities, under rules the Ministry of Defence has revised more than once. If your purchase depends on rebuilding such a plot, we establish what applies to that boundary first.

Construction cost

Good-quality residential construction typically costs ₹2,500–₹3,800 per sq ft as of October 2026 for an owner's home with rental floors, and more for a premium villa. Allow 12–20 months from permission to occupation.

Living in Secunderabad: schools, healthcare and getting around

  • Schools: several of the city's oldest schools are in and around Secunderabad, with many more within 15–25 minutes in Begumpet, Tarnaka and Sainikpuri.
  • Healthcare: hospitals in Secunderabad, Begumpet and Somajiguda within 10–25 minutes, with military hospitals serving defence families.
  • Transport: Secunderabad station and the MMTS, the Parade Ground interchange and nearby metro stations, and the airport typically 50–75 minutes by road.
  • Daily life: the bazaars of General Bazaar and Paradise, clubs, churches and parks, and the open spaces of the cantonment.

Road access is the one daily-life issue specific to Secunderabad. Some roads through defence land have been closed or restricted to civilian traffic at times, lengthening commutes for colonies that depend on them. Before buying, we drive the routes you will actually use and check whether any crosses defence land. If you want the same connectivity with simpler land titles, compare villas in Tarnaka to the east.

Legal checklist for a Secunderabad villa

  1. Jurisdiction on the date of purchase: GHMC or Cantonment Board, from tax records, the building sanction and the latest notifications on excision.
  2. Land classification: private freehold or defence land, confirmed against the General Land Register for anything within or near cantonment limits.
  3. For old-grant or leased sites: grant terms, defence-record mutation history, any conversion to freehold and transfer conditions.
  4. Registered ownership history: at least three decades of sale deeds backed by encumbrance certificates, plus a legal heir certificate, will or release deed at every point where an owner passed away. See our guide to Telangana link documents for what each link must prove.
  5. Building permission: sanction from GHMC or the Cantonment Board, OC where applicable and a comparison with the structure as built.
  6. Prohibited and government land: Section 22-A screening, and checks for railway land near station and workshop boundaries.
  7. Roads and boundaries: road-widening lines, defence-road access and compound walls against the deed measurements.

Walking a Secunderabad house: what we look for on site

The documents in Secunderabad are complicated enough that site visits sometimes get rushed. They should not, because several of the most common problems are visible from the street.

  • Boundary markers and walls: defence land is often marked with boundary pillars or long stone walls. A house whose compound wall meets one deserves a closer look at the survey sketch.
  • Neighbouring uses: military buildings, railway quarters or a workshop wall next door can bring construction restrictions, access issues or noise.
  • Road status: whether the approach is a GHMC road, a cantonment road or a defence road, and whether there are gates or barriers that are closed at certain hours.
  • Old structures: many West Marredpally and cantonment bungalows are 60 years old or more, with load-bearing walls, lime mortar and timber roofs that need specialist assessment.
  • Additions: outhouses, garages turned into rooms and extra floors, which may lack sanction from GHMC or the Cantonment Board.
  • Drainage: low-lying streets in parts of Secunderabad flood in heavy rain; we look at the street level against the plot and ask neighbours how it fared in recent monsoons.

Who should buy a house in Secunderabad, and who should look elsewhere

Secunderabad suits families with roots or work in the twin city, buyers who want rail and metro access with a large plot in a mature colony, and patient owners prepared to rebuild in West or East Marredpally. Cantonment-side freehold houses in Bowenpally or Trimulgherry suit buyers who value green, low-density surroundings and accept stricter building rules.

It suits less well buyers who need bank finance for a bungalow of uncertain tenure, investors chasing quick appreciation on the strength of the excision process, and anyone who wants a new gated villa with amenities. Buyers in that last group usually look north-east at villas in Sainikpuri, where the defence colony offers wide roads and simpler private titles, or west at villas in Begumpet for central bungalows outside the cantonment.

Buying process and charges

Independent houses in central Secunderabad commonly register at the Marredpally Sub-Registrar Office, but jurisdiction varies, particularly toward Bowenpally and the northern colonies, so we confirm it from the documents every time. For old-grant properties, the defence-record process runs alongside registration and should be mapped out before the agreement is signed.

Rental yield and resale outlook

Whole independent houses in Marredpally and Padmarao Nagar typically yield 2% to 3% gross, and rebuilt houses let floor-wise 3% to 4%. Tenants include railway and defence-linked professionals, families attached to the area's schools, and people working across both Secunderabad and the city centre. Bowenpally's houses rent readily to traders and families, at somewhat lower rents.

Resale for freehold GHMC houses is steady, supported by scarce land and redevelopment demand in West Marredpally. In cantonment areas, the excision process is the big unknown. Many residents expect that a move to GHMC will ease building rules and lift values, but the timing, the terms and the effect on particular colonies remain to be confirmed, and excision does not change the ownership of defence land. Buy for what the property is today, not for what a notification might make it.

NRI guide to buying a villa in Secunderabad

NRIs and OCI cardholders can buy residential houses and villas in Secunderabad without RBI approval. The bar applies only to agricultural land, plantations and farmhouses, which they can hold only by inheritance.

  • Money trail: pay the seller by bank transfer from your NRE, NRO or FCNR account, or remit from abroad; keep every bank advice for the day you sell and repatriate.
  • Signing from abroad: a POA limited to this property, attested at the Indian embassy or consulate and adjudicated in Telangana within the deadline, so that a representative can sign at the SRO and, for old-grant sites, follow up with the defence authorities.
  • Old-grant caution: an NRI buying from abroad should be especially careful with cantonment bungalows, because the resumption right and financing limits make exit harder.
  • Buying from an NRI seller: many Secunderabad houses are owned by families with heirs overseas. The buyer must deduct TDS under Section 195; our guide to TDS when buying from an NRI seller sets out the steps.
  • Selling later: long-term capital gains on property are taxed at 12.5% without indexation since 2024; a lower-deduction certificate can align TDS with actual tax, and repatriation follows RBI rules. Consult a chartered accountant.

Secunderabad villa and independent house FAQs

What does an independent house or villa in Secunderabad cost in October 2026?

Indicatively, freehold houses and bungalows on 250–600 sq yd in West Marredpally range from about ₹3 crore to ₹9 crore, houses on 150–300 sq yd in East Marredpally and Padmarao Nagar from about ₹1.6 crore to ₹4.2 crore, and houses of similar size in Bowenpally from about ₹1.2 crore to ₹3.2 crore. Old-grant bungalows in the cantonment are priced case by case. These ranges come from recent transactions and advisor observation, not quotes.

How do I know whether a Secunderabad house is under GHMC or the Cantonment Board?

Check who assesses the property tax, who sanctioned the building plan and what the latest notifications say about the area. Marredpally, Padmarao Nagar and much of the bazaar district are GHMC civil areas, while Bowenpally, Trimulgherry, Karkhana and Vikrampuri fall within cantonment limits. Because excision of civil areas from the cantonment has been in process, confirm the position on the date of purchase rather than relying on older paperwork or a seller's description.

What is an old-grant bungalow and should I buy one?

An old grant is a site in a cantonment where the holder owns the building and occupies the land, but the Government retains ownership of the land and can resume it under the grant terms, usually paying for the structure. Such bungalows are often attractive and well located, but most banks will not lend against them, defence-record mutation is needed on transfer and resale is limited to cash buyers. Buy one only with eyes open and a price that reflects it.

What is the General Land Register?

The General Land Register is the record of defence land in and around cantonments, maintained by the Defence Estates Officer. It shows each site's survey number, its classification, such as land used for military purposes, land with other government departments, land held by private persons on grant or lease, or land under the Cantonment Board, and the holder's name. For any property within or near cantonment limits, the register entry is the starting point for knowing whether the land is freehold.

Will the excision of cantonment civil areas raise property values?

Possibly, but do not buy on that assumption. Many residents expect a move to GHMC to ease building rules and lift prices, but the timing, terms and effect on specific colonies remain to be confirmed. Excision is generally understood to change the municipal authority, not to turn government-owned defence land into private freehold, so old-grant sites would not automatically become freehold. Value a property on its present legal status and building rules.

Can I rebuild a house in Bowenpally or Trimulgherry?

Yes, on freehold private land, but within cantonment limits building plans have been sanctioned by the Cantonment Board under its own bye-laws, which generally allow less height and coverage than GHMC rules, and approvals can take longer. Sites near military installations may need a no-objection certificate. On old-grant land, a substantial rebuild may also need defence permission under the grant terms. We check all of this before you agree a price based on rebuild plans.

Can NRIs buy a villa in Secunderabad?

Yes. NRIs and OCI cardholders can buy residential houses and villas in Secunderabad without RBI approval, paying through NRE, NRO or FCNR accounts or inward remittance. Only agricultural land, plantations and farmhouses are barred and can be held only by inheritance. A property-specific POA adjudicated in Telangana lets a representative sign. NRIs should be especially cautious with old-grant bungalows, where financing and exit are harder. Consult a chartered accountant on tax.

What are the registration charges for a house in Secunderabad?

Approximately 5.5% stamp duty, 1.5% transfer duty and 0.5% registration fee, about 7.5% in total, on the higher of the agreement value and the government market value. The buyer deducts 1% TDS from a resident seller above ₹50 lakh, or TDS under Section 195 from an NRI seller. Central Secunderabad commonly registers at the Marredpally SRO, but we confirm jurisdiction per property and verify current rates before registration.
