Open plots in Velimela are what many western-corridor buyers end up with after pricing Tellapur, then Kollur, and deciding they want a larger plot for the same money. Velimela is a revenue village in Sangareddy district on the far side of Kollur, on the stretch of the Outer Ring Road belt that runs between the Kollur interchange and the Patancheru (Muthangi) interchange. It still has open fields, rock outcrops and working farms on its edges, but the Kollur–Velimela road is now lined with HMDA-approved layouts, gated villa-plot communities and the first township towers, and the state's large 2BHK housing colony sits on its doorstep.

This guide is written the way we brief clients before a site visit. It explains where Velimela sits in the Kollur–Velimela stretch, what the HMDA approval actually covers here, indicative price bands per square yard as of October 2026, how the 2BHK colony affects values, the legal checks we insist on, registration costs at the jurisdictional sub-registrar office, and an honest view of who should and should not buy a plot in Velimela.

Why buyers are looking at open plots in Velimela

The simplest reason is price per square yard against access. Velimela plots in the same approval and road category typically cost 10 to 20 percent less than Kollur and 30 to 40 percent less than Tellapur, yet the Kollur ORR interchange is usually a short drive away and the Patancheru interchange gives a second option northward. For a buyer who commutes to the Financial District two or three days a week, that is a meaningful saving for a few extra minutes in the car.

The second reason is plot size. Because land here was still in farm use until recently, developers have been able to plan layouts with wider internal roads and larger plots than in the older parts of the corridor. A 300 or 400 square yard plot that would be a stretch in Tellapur is a realistic purchase in Velimela, and that matters to families who want an independent house with a garden, parking for two cars and room for parents.

The third reason is that Velimela is no longer a guess. Ten years ago a plot here was a bet on the corridor reaching this far. Today Kollur is built up, the public housing colony is occupied, schools and shops are arriving along the Kollur road, and plotted layouts are showing house construction. Velimela is the next ring of a process that is already visible on the ground.

The Kollur–Velimela stretch: how the corridor is filling

It helps to think of Velimela not as a single market but as four pockets with different logic. When clients tell us they want "a plot in Velimela", our first job is to work out which pocket suits their budget and holding period.

PocketCharacter todayWho it suits
Kollur-facing edge, along the Kollur–Velimela roadMost developed; HMDA layouts and gated villa-plot projects, closest to the Kollur interchangeBuyers who may build within three to five years
Velimela village coreOlder houses, small GP and LRS plots, local shopsBudget buyers comfortable with narrower roads
Northern edge toward Muthangi and the Patancheru interchangeNewer HMDA ventures, mixed with farmland; industrial belt further northInvestors and buyers working in the Patancheru–BHEL belt
Outer farm edgeStill agricultural or fallow; future layout supplyNot a plot market yet; land-bank buyers only

The Kollur-facing edge carries the highest prices because it borrows Kollur's infrastructure: surfaced roads, power, buses and water lines already reached it. The village core is cheaper but plots are smaller and roads narrower. The northern edge is where most new supply is being launched, and prices there depend heavily on how far a layout is from a paved connecting road. The outer farm edge is where the corridor will go next; it is relevant mainly because every new layout launched there adds supply that competes with today's plots.

Connectivity and growth drivers around Velimela

Two ORR interchanges within reach

From most of Velimela the Kollur interchange is roughly 3 to 6 kilometres away, depending on the pocket and the road you use. Southbound on the ORR you reach Narsingi, Kokapet and the Financial District, typically 25 to 35 minutes outside peak hours, and Gachibowli is roughly 22 to 28 kilometres by road. The Patancheru (Muthangi) interchange, to the north, connects to NH-65, the Mumbai highway, and to the northbound ORR toward Bachupally, Dundigal and Medchal. Having two interchanges within a short radius is unusual at Velimela's price level and is the strongest single argument for the location.

The Kollur and Tellapur road network

The Kollur–Velimela road is the spine of the local market. It links Velimela to Kollur, Osman Nagar and Tellapur, and its upgrading has been the trigger for most of the layouts launched here. Further roads connect toward Muthangi and the highway. Under HMDA's master plan, several of these roads are marked for widening; a plot on a road that will be widened gains frontage value, and a plot partly inside the widening line loses usable area. We always check the master plan extract before recommending a frontage plot.

Jobs that feed demand

Velimela sits between two employment clusters. To the south-east is the IT and finance belt of the Financial District, Gachibowli and Nanakramguda. To the north is the Patancheru, Pashamylaram and Ramachandrapuram belt: BHEL, ICRISAT, pharmaceutical and engineering units, and the educational campuses on the Patancheru side. Households with one partner in each cluster are a real and growing segment of buyers here.

Longer-term drivers

The proposed Regional Ring Road further west, improvements to drinking water supply for the ORR belt, and the steady westward movement of villa communities from Tellapur and Mokila are the longer-term drivers. We do not factor metro rail into Velimela pricing; the western metro proposals have centred on the Kokapet side, and anything reaching this far is speculative.

The 2BHK colony effect on Velimela plots

The Telangana government's 2BHK dignity housing colony on the Kollur side, among the largest public housing projects in the country, is the single biggest change the area has seen. For Velimela, its effects are real and run in both directions.

On the positive side, the colony forced infrastructure into the area years ahead of schedule. Wider approach roads, trunk water lines, power substations, bus routes and the shops that serve tens of thousands of residents all arrived because of it. Velimela layouts that would otherwise have waited years for a paved approach road got one far sooner. The colony also created steady demand for small rental homes, local services and daily commerce, which helps plot owners who plan to build a ground-plus-two house with a rental floor.

On the cautious side, very high-density public housing changes the character of the streets immediately around it: more traffic at peak hours, more pressure on local roads and markets, and a buyer profile that is price-sensitive. Plots that look straight onto the colony or share its approach roads typically trade at a discount to plots a kilometre or two away in quieter pockets near villa communities.

In practice we treat the colony as a distance gradient. Plots within walking distance benefit from services but are priced lower; plots in the middle distance, with easy access to the colony's roads and shops but not on them, often hold value best; and plots on the far side of Velimela depend more on their own layout's infrastructure. When two plots look similar on paper, their position on that gradient often explains a price difference of several thousand rupees per square yard.

Approvals in Velimela: what HMDA, LRS and RERA mean here

Velimela falls inside HMDA's planning area although it is in Sangareddy district, so a residential layout here should carry HMDA approval. DTCP approves layouts outside HMDA limits; a Velimela venture marketed as "DTCP approved" needs a clear explanation, and in most cases it should prompt you to walk away.

HMDA layout permits

An HMDA-approved layout has a Layout Permit number and a sanctioned plan showing every plot, road, park and amenity site. The permit is issued only after the parent agricultural land has been converted for non-agricultural use and the developer has surrendered roads and open spaces. You can verify the permit through HMDA and should match the plot number, dimensions and road widths on the ground against the sanctioned plan, not the brochure.

Mortgaged plots and release letters

HMDA keeps a share of plots in each new layout as a mortgage until the developer completes roads, drains, water lines, power and park development. Only after inspection does HMDA issue a release. Because much of Velimela's supply is new, a large proportion of plots on offer are still mortgaged. Developers often discount them. The discount is fair only if infrastructure is nearly complete and the developer has a track record of getting releases; otherwise you may be waiting years for building permission.

Old gram panchayat layouts and LRS

The village core has older layouts approved only by the gram panchayat. The Layout Regularisation Scheme allowed such plots to be regularised, first in 2020 and again with a fee concession in 2025. Only completed regularisation proceedings count. A plot with an application pending but no proceedings is still unregularised, and many old layouts have 20 to 25 foot roads that limit the house you can build.

TS RERA

Layouts above 500 square metres or with more than eight plots must be registered with TS RERA. Ask for the registration number, check its validity and the promised completion date on the TS RERA portal, and keep a copy of the registered layout plan. RERA registration does not replace HMDA approval, but it gives you a complaint route if infrastructure is delayed.

"Farm plots" that are not plots

On Velimela's outer edges you will occasionally see small parcels of a few guntas sold as "farm plots" or "weekend plots" on land that has not been converted. These are agricultural land, not residential plots. They cannot be built on as homes without conversion and approval, they cannot be bought by NRIs, and they register at the Tahsildar office rather than the SRO. If a price looks far below the HMDA range, this is usually why.

Velimela plot prices per square yard: indicative bands

The ranges below reflect recent transactions and advisor observation as of October 2026. They are indicative, not a quote. Approval and release status, road width, distance from the Kollur road, facing, corner position and the plot's place on the colony gradient all move the number.

Plot typeIndicative range (per sq yd)What drives the spread
Village-core GP layout, LRS completed, 20–30 ft road₹16,000 – ₹26,000Road width and whether proceedings are complete
HMDA layout, northern edge, mortgaged or recently released₹24,000 – ₹36,000Release status and approach road
HMDA layout, released, 30–33 ft road, Kollur-facing edge₹28,000 – ₹42,000Most common resale category
HMDA layout, 40 ft+ road, corner or east-facing₹36,000 – ₹50,000Frontage and facing premiums
Gated villa-plot community with clubhouse₹42,000 – ₹62,000Finished infrastructure, security, amenity build-out
Kollur–Velimela road frontage, 60 ft+₹45,000 – ₹70,000Zoning and widening line

At these levels, a 267 square yard released HMDA plot on a 30-foot road typically costs ₹75 lakh to ₹1.12 crore, and a 400 square yard plot in a gated villa-plot community typically costs ₹1.68 crore to ₹2.48 crore. Development charges, corpus fund and clubhouse membership are often quoted separately; always compare plots on the all-in cost per square yard.

Velimela, Kollur or Tellapur? What the price gap buys you

Most Velimela buyers have priced at least one of the neighbouring markets first. The comparison is less about which is "better" and more about what you are trading.

  • Against Tellapur, you trade a finished neighbourhood with schools, hospitals and retail in place for a plot that is roughly a third cheaper and often larger. Tellapur's liquidity is higher; resale there is faster. Compare on our page for open plots in Tellapur.
  • Against Kollur, you trade a few minutes of extra drive to the interchange and a less complete set of services for a 10 to 20 percent discount. If Kollur is within budget and you plan to build soon, Kollur is often the safer choice; see open plots in Kollur.
  • Against Mokila, Velimela is usually cheaper for ordinary HMDA plots but lacks Mokila's concentration of premium villa communities. Buyers who want a villa lifestyle tend to prefer open plots in Mokila.
  • Against Patancheru, Velimela is quieter and more residential, while Patancheru has a mature town and stronger highway access; see open plots in Patancheru.

A useful rule of thumb from our recent deals: if you need to live on the plot within three years, pay up for Kollur or the Kollur-facing edge of Velimela. If you can hold for six to eight years, the northern Velimela layouts offer more land per rupee and more room for the price gap to narrow.

Plot sizes and layout features in Velimela

New HMDA layouts in Velimela typically offer plots from 150 to 500 square yards, with 200, 240, 267 and 300 square yards the most common. Gated villa-plot communities usually start at 200 square yards and run to 500. Older village layouts have plots of 100 to 200 square yards, often irregular.

Velimela has some site conditions worth checking specifically:

  • Sheet rock and boulders. Parts of the area sit on shallow granite. Rock close to the surface can raise foundation and sump excavation costs; it is worth a quick trial pit before you pay for a plot you plan to build on soon.
  • Levels and drainage. Fields that were once farmed sometimes sit lower than the new roads. Look at where rainwater would go and whether the layout's storm drains connect to a proper outfall.
  • Water. Ask whether the layout has a municipal connection, common borewells or an overhead tank, and what happens in April and May. Borewell yields vary sharply over short distances.
  • Power. Check that transformers are installed and energised, not just shown on the plan.
  • Parks and amenity sites. Confirm they are fenced and match the sanctioned plan; amenity sites quietly converted into extra plots are a red flag.
  • House construction. Count the houses going up. A layout with a dozen active constructions is far healthier than one where yours would be the first.

Legal checklist for a Velimela plot

  1. Layout Permit and sanctioned plan. Verify the HMDA permit and match plot number, dimensions and road widths on the ground.
  2. Release letter. Confirm your plot is released, or get the mortgage list and a realistic release timeline in writing.
  3. Encumbrance certificate for 30 years. Check for mortgages, attachments and prior sales on the plot and the parent survey number.
  4. Link documents. Trace title from the original pattadar through every sale to the developer or seller, with consistent names and extents.
  5. Conversion. See the NALA or conversion order for the parent agricultural land before plotting.
  6. Government, assigned and ceiling land. The Kollur–Velimela area has substantial government land, some of it used for public housing. Check your survey number against the Section 22-A prohibited properties list and confirm it is private patta land, not assigned land or ceiling surplus land.
  7. Tanks, kuntas and nalas. Smaller tanks and seasonal streams drain this area. Check FTL and buffer boundaries and whether any natural drain crosses the layout.
  8. Master plan zoning and widening lines. Confirm residential zoning and check road widening and ORR right-of-way boundaries for frontage plots.
  9. High-tension lines. Check for HT power line corridors, which restrict construction beneath them.
  10. Litigation and dues. Search civil court records and confirm property tax and association dues are clear.
In Velimela the single most expensive mistake is buying a plot whose parent survey number touches government or assigned land. The layout can look perfect and the brochure can carry an LP number, but if the title has a defect at the root, no release letter will fix it.

Registration and charges for Velimela plots

Velimela is in Sangareddy district, and converted plots register at the jurisdictional sub-registrar office, which we confirm from the survey number before booking a slot on the Telangana registration portal. Charges are levied on the higher of the sale consideration and the government market value.

ItemApproximate rateOn a ₹90 lakh plot
Stamp duty~5.5%~₹5 lakh
Transfer duty~1.5%~₹1.35 lakh
Registration fee~0.5%~₹45,000
Approximate total~7.5%~₹6.8 lakh

These are approximate rates as of October 2026; we verify current rates at the SRO on the day. For purchases above ₹50 lakh from a resident seller, the buyer deducts 1 percent TDS under Section 194-IA and files Form 26QB. If the seller is an NRI, TDS is higher and the buyer needs a TAN. After registration, apply for mutation in the local body's property records so tax bills and future permissions come in your name.

Investment outlook for Velimela plots

What supports values

  • Two ORR interchanges within a short drive, at a land price below Kollur and well below Tellapur.
  • Infrastructure pulled forward by the 2BHK colony and the Kollur road upgrades.
  • Demand from both the IT corridor and the Patancheru–BHEL employment belt.
  • Larger plots and wider internal roads in newer layouts, which suit the independent-house buyer.

What can hold values back

  • Heavy new supply on the northern and outer edges, which can slow price growth for several years.
  • Uneven infrastructure delivery by developers; some layouts will lag badly.
  • Government-land and title issues at the root of some survey numbers.
  • Thin resale liquidity compared with Tellapur; selling can take months.

For a released HMDA plot on the Kollur-facing edge, a holding period of five to eight years is realistic. For a mortgaged plot on the northern edge, plan for eight years or more and price the release risk into what you pay. We do not project specific returns; past appreciation in the corridor came in uneven steps tied to road openings and large project launches, not in a straight line.

Holding versus building on a Velimela plot

Roughly half the Velimela buyers we advise intend to build within five years; the rest are holding. The two groups should choose differently. Builders should prioritise released plots in layouts with active construction, a reliable water source and a paved approach road, even if that means paying more per square yard. Holders can accept a mortgaged plot or an emptier layout if the developer's record is sound and the discount is real.

If you plan to build, a ground-plus-one or ground-plus-two independent house on a 267 square yard plot on a 30-foot road is typical under current rules, subject to setbacks and the permission of the local body. Construction for a well-specified home in this belt typically costs ₹2,300 to ₹3,400 per square foot of built-up area as of October 2026. Budget separately for a borewell, sump, compound wall, power connection and architect fees. If you would rather buy finished, see villas in Kollur next door.

Who should buy a plot in Velimela

Velimela suits families who want a larger plot than Tellapur or Kollur allow at their budget; professionals who split time between the Financial District and the Patancheru belt; investors with ₹60 lakh to ₹2 crore who can hold six years or more; and buyers who prefer a quieter, semi-rural setting while staying on the ORR.

It suits less well buyers who need schools, hospitals and retail within walking distance today, those who need to resell quickly, and anyone uncomfortable with the extra due diligence that a fast-converting farm village demands. If you are drawn to the land itself rather than a plot, our page on agriculture and farm land in Kollur covers the farm parcels on this side of the ORR.

NRI note: buying a Velimela plot from abroad

NRIs and OCIs can buy residential plots in Velimela. FEMA restricts them only from agricultural land, plantations and farmhouses, so the plot must sit on converted land in an approved HMDA layout; unconverted "farm plots" are off-limits. Payment must come through Indian banking channels from NRE, NRO or FCNR accounts or by inward remittance. A registered Power of Attorney, attested at an Indian mission abroad and adjudicated in Telangana, lets a trusted representative sign at the SRO. Our guide to NRI investment in Telangana explains the process; consult a chartered accountant on tax and repatriation when you eventually sell.

How NRR Estates helps you buy in Velimela

We work on the buyer's side, and our fee is disclosed before you commit. On a Velimela purchase we typically:

  • Map your budget and holding period to the right pocket: Kollur-facing, village core or northern edge.
  • Shortlist plots by approval, release status, road width, colony gradient and infrastructure progress.
  • Walk the plot with you to check levels, rock, drainage, boundaries and widening lines.
  • Coordinate independent legal verification of title, EC, conversion, government-land status and zoning.
  • Negotiate using recent comparable transactions across Velimela and Kollur.
  • Handle the agreement, TDS, SRO slot, registration and mutation, with remote coordination for NRI clients.

Velimela open plots: frequently asked questions

What is the plot rate in Velimela per square yard?

As of October 2026, released HMDA plots on 30 to 33 foot roads on the Kollur-facing side of Velimela typically trade between ₹28,000 and ₹42,000 per square yard, based on recent transactions and advisor observation. Newer or still-mortgaged layouts on the northern edge run about ₹24,000 to ₹36,000, gated villa-plot communities ₹42,000 to ₹62,000, and Kollur–Velimela road frontage ₹45,000 to ₹70,000. Older village plots with completed LRS are cheaper. All figures are indicative ranges, not quotes.

How much cheaper is Velimela than Kollur and Tellapur?

For plots in the same approval and road category, Velimela usually runs 10 to 20 percent below Kollur and roughly 30 to 40 percent below Tellapur. The discount pays for a slightly longer drive to the Kollur interchange, fewer finished schools and shops nearby, and thinner resale demand. In exchange you often get a larger plot and wider internal roads. If you need to live on the plot within three years, Kollur may be worth the premium; for a longer hold, Velimela offers more land per rupee.

How does the 2BHK housing colony affect Velimela plot prices?

The colony on the Kollur side pulled roads, water lines, power, buses and shops into the area years earlier than would otherwise have happened, which benefits every Velimela plot owner. However, plots directly facing the colony or sharing its approach roads tend to trade at a discount because of density and traffic. We treat it as a distance gradient: plots a kilometre or two away, with easy access to the colony's services but not on its roads, often hold value best.

Is Velimela under HMDA or DTCP?

Velimela is in Sangareddy district but falls inside HMDA's planning area, so residential layouts here should carry an HMDA Layout Permit. DTCP approves layouts only outside HMDA limits, so a Velimela venture advertised as DTCP-approved needs a clear explanation and is usually a reason to walk away. Older village layouts approved only by the gram panchayat need completed LRS proceedings. New layouts with more than eight plots or above 500 square metres must also be registered with TS RERA.

Should I buy a mortgaged plot in Velimela at a discount?

Only with care. HMDA holds a share of plots in each new layout until the developer completes roads, drains, water, power and parks, and you cannot get building permission on a plot until it is released. A discount is reasonable if infrastructure is nearly complete and the developer has a record of obtaining releases. If roads are unlaid and the developer is new, the discount may not cover years of waiting. Ask for the mortgage list and inspect progress on site.

What legal risks are specific to Velimela?

The biggest is title at the root. The Kollur–Velimela area has substantial government land, some used for public housing, so check the parent survey number against the Section 22-A prohibited list and confirm it is private patta land, not assigned or ceiling surplus land. Also check tank and kunta FTL boundaries, seasonal nalas crossing the layout, HT power line corridors, road widening lines and ORR right-of-way limits for frontage plots. A 30-year EC and complete link documents are essential.

Where are Velimela plots registered and what are the charges?

Converted plots in Velimela register at the jurisdictional sub-registrar office in Sangareddy district, which we confirm from the survey number before booking a slot. Charges are approximately 7.5 per cent of the higher of the sale price and government market value: about 5.5 per cent stamp duty, 1.5 percent transfer duty and 0.5 percent registration fee as of October 2026. On a ₹90 lakh plot that is about ₹5.4 lakh. Deduct 1 percent TDS above ₹50 lakh from a resident seller. We verify rates on the day.

Can NRIs buy plots in Velimela?

Yes, NRIs and OCIs can buy residential plots in Velimela, provided the land is converted and the plot sits in an approved HMDA layout. FEMA bars them from agricultural land, plantations and farmhouses, so unconverted farm plots sold by the gunta on the outer edges are not permitted. Funds must come from NRE, NRO or FCNR accounts or by inward remittance, and a registered Power of Attorney lets a representative sign at the SRO. Consult a chartered accountant for tax on sale and repatriation.
