Khammam takes its old name, Stambhadri, from the granite hill on which its fort stands, and granite is still part of the city's economy along with chilli trading, cotton and the paddy grown in the Nagarjuna Sagar left-canal command. For anyone researching open plots in Khammam, the important thing to understand is that this city looks east as much as it looks toward Hyderabad. It sits on the Kazipet–Vijayawada main railway line, Vijayawada is closer than Hyderabad, and a new greenfield highway corridor linking Warangal, Khammam and the Andhra side is changing which fringe areas get attention. This guide covers how the Stambhadri Urban Development Authority (SUDA) and the Khammam Municipal Corporation govern layouts, the per-square-yard price bands by locality ring, the Munneru flood question every buyer should ask about, and the checks we run before you pay.

Prices quoted are indicative ranges based on recent transactions and advisor observation as of October 2026. They give you a frame for negotiation; each plot still needs its own verification.

What makes Khammam a plot market worth considering

Khammam is a mid-sized district headquarters with a surprisingly deep buyer pool. Business families from the chilli, cotton and granite trades buy plots as stores of value. Government employees and teachers posted across the district want independent houses in the headquarters town. Doctors and staff at the government medical college, the district hospital and the many private hospitals along the Wyra road add salaried demand. And because the city is within easy reach of Vijayawada and the Krishna and West Godavari districts, there is a steady trickle of buyers from across the state border who find Khammam prices reasonable compared with their own urban centres.

Four features stand out to us when we walk the city's layouts:

  • Two-directional connectivity. Khammam is roughly equidistant from Warangal and Vijayawada and about 200 km from Hyderabad, so it serves as a regional hub rather than a dead end.
  • A compact core. The old town around the fort, Gandhi Chowk and the market area is congested, pushing new residential demand out to the Wyra road, the bypass and the Lakaram side.
  • Civic upgrades. The redevelopment of the Lakaram tank bund and the new road works on the city's arterials have improved liveability noticeably in recent years.
  • Diversified income. Agriculture, trade, quarrying, government employment and healthcare do not all slow down at once.

Khammam plot market in brief (October 2026)

  • Prime city pockets on and around the Wyra road, Gattaiah Centre, Nehru Nagar and the established colonies near the collectorate: ₹28,000 to ₹50,000 per sq yd where open plots are available at all.
  • Inner fringe SUDA layouts — Mamillagudem, Ballepalli, Raghunathapalem, the Lakaram side and the bypass belt: typically ₹12,000 to ₹24,000 per sq yd.
  • Outer growth villages such as Velugumatla, Khanapuram Haveli extensions, Danavaigudem and the Kusumanchi road: around ₹6,500 to ₹13,000 per sq yd.
  • Unapproved village layouts: ₹3,000 to ₹6,500 per sq yd, with the usual regularisation caveats.

Connectivity and growth drivers for Khammam plots

By road to Hyderabad

The usual route from Hyderabad is the Vijayawada highway (NH-65) east to Suryapet, then the Suryapet–Khammam national highway. That is roughly 200 km and about four hours in normal traffic. An alternative route through Warangal is used by people coming from the Kazipet side. Khammam is not a commuter town for Hyderabad, and nobody should buy here on that assumption, but the journey is comfortable enough for families with roots in the district to visit regularly.

The greenfield corridor

The most important infrastructure change for Khammam is the greenfield highway being built under the Bharatmala programme as part of the Nagpur–Vijayawada economic corridor, with sections linking Warangal to Khammam and Khammam to the Andhra Pradesh side. Access-controlled highways of this kind tend to shift land prices near their interchanges more than along their length, because you can only enter and exit at fixed points. Our caution: buy for the city's own growth, and treat any interchange benefit as upside once the alignment, exits and service roads are physically in place.

Rail on the main line

Khammam station sits on the Kazipet–Vijayawada section of the main Delhi–Chennai trunk route, so the city has frequent long-distance and intercity trains to Secunderabad, Vijayawada, Warangal and beyond. That rail access is a quiet but real advantage for business families and for students and professionals who travel often.

Healthcare, education and trade

The government medical college and the district hospital, Mamata Medical College and a large cluster of private hospitals have made Khammam a healthcare centre for the surrounding districts. The agricultural market yard is a major chilli trading point. Granite quarrying and polishing units operate around the district. These anchors create year-round demand from doctors, traders, suppliers and staff — the people who buy 200 sq yd plots and build houses with a rental floor.

Irrigation and water

The Nagarjuna Sagar left canal waters much of the farmland around the city, and the Sitarama lift irrigation scheme is intended to extend Godavari water to the district. For plot buyers, what matters most is drinking water in the layout: municipal supply in corporation areas, Mission Bhagiratha in the wider area, and borewells as a supplement. Black cotton soil dominates the low-lying parts of the fringe, with red and gravelly soils on the higher ground near the hills.

The Munneru question: floods, low ground and what to check

Every Khammam plot conversation should include the Munneru river. The river runs along the city, and in the heavy rains of 2024 several low-lying colonies close to its banks were badly flooded. That episode changed buyer behaviour: people now ask whether a layout is on high ground, how far it is from the river and from the nalas that feed it, and whether the area went under water.

What we check on any Khammam plot near the river, a tank or a major drain:

  • Distance and level relative to the Munneru and its tributary streams. We look at contour and local flood history, and we ask residents who lived through the floods.
  • Nala and stream buffers. Telangana's town-planning rules prohibit construction within buffer strips along water bodies and major drains. Some older layouts encroach on these strips.
  • Tank FTL limits. Lakaram and the many village tanks around the fringe have full tank level boundaries that cannot be built within.
  • Drainage outfall. Where does the layout's storm-water go? A layout with no outfall floods even in ordinary heavy rain.

A plot that is cheap because it sits low near the river is not a bargain. The cost shows up later in insurance, repairs and, most painfully, in resale.

A locality-by-locality walk around Khammam

Brochures describe every Khammam layout as "near the Wyra road". On the ground, the city breaks into distinct pockets with different strengths.

The Wyra road spine

The Wyra road is Khammam's main growth artery, lined with hospitals, schools, showrooms and apartment projects. Residential plots directly on it are effectively commercial land. The colonies a few hundred metres off the road on either side are the city's most sought-after residential addresses, and fresh open plots there are rare. Most buyers end up a little further out, in layouts that use the Wyra road for access but sit on quieter internal roads.

Lakaram and the tank-bund side

The Lakaram tank bund redevelopment has made the surrounding colonies more attractive for families who value an evening walk and open air. The flip side is the tank's FTL and buffer, which must be checked for every plot nearby. Good, buildable plots here command a clear premium over similar plots elsewhere in the inner ring.

The bypass belt

The Khammam bypass gives quick access around the congested centre to the Suryapet, Kothagudem and Wyra directions. Layouts close to the bypass suit people who drive across the district for work — sales staff, contractors, officials on field duty. Frontage on the bypass itself is priced for mixed use.

Mamillagudem, Ballepalli and Raghunathapalem

These fringe areas host many of the SUDA layouts launched over the past decade. They offer the most choice for a 167 to 240 sq yd plot within a short drive of the core. Infrastructure quality varies sharply from venture to venture, which is why we always compare two or three layouts before recommending one.

Velugumatla, Danavaigudem and the outer villages

Further out, prices drop and plot sizes grow. These areas are for patient investors or for buyers who want a larger plot for a house with a garden. Check access-road ownership and width here; a layout that depends on a narrow cart track through private farmland can find itself landlocked.

Approvals in Khammam: SUDA, DTCP, the corporation and panchayats

Stambhadri Urban Development Authority (SUDA)

SUDA (Stambhadri) is the urban development authority for Khammam and its notified surrounding villages. It approves new layouts within its area, checking road widths, open space, master-plan land use and the mortgage of a portion of plots until the developer completes infrastructure. The SUDA layout permission number, the approved plan and the release letter are the three documents that turn a brochure into a buyable plot.

DTCP approvals

Layouts approved before SUDA's area was notified, or outside it, carry approval from the Directorate of Town and Country Planning. A genuine DTCP approval remains valid; the work is in verifying it and in confirming the plot was released from mortgage.

Khammam Municipal Corporation

Inside corporation limits, building permissions are processed online through TG-bPASS, and the corporation levies property tax and vacant land tax. Several villages around Khammam have been merged into the corporation over the years; in those areas, check whether the plot has a corporation tax assessment, and plan to mutate it after purchase.

Gram panchayat layouts and LRS

Plots sold on the basis of a panchayat resolution are not approved layouts. Their route to legality is the Layout Regularisation Scheme. Applications from the 2020 scheme are still being processed through state-announced fee windows, but regularisation is not guaranteed, and plots on government, assigned, lake FTL, nala buffer or ceiling land cannot be regularised.

Telangana RERA

Plotted layouts above 500 sq m or with more than eight plots must be registered with Telangana RERA before marketing. Check the project's registration number and validity on the TS RERA portal.

Khammam plot price bands by locality ring

Indicative per-square-yard ranges as of October 2026, based on recent transactions and advisor observation:

Ring and approvalRoad widthIndicative price per sq ydWhat drives the range
Prime city pockets, resale (Wyra road, Gattaiah Centre, Nehru Nagar)30–80 ft₹28,000 – ₹50,000Commercial frontage, scarcity
Inner fringe SUDA layouts (Mamillagudem, Ballepalli, Raghunathapalem, Lakaram side)30–40 ft₹12,000 – ₹24,000Distance to Wyra road, flood history, development
Bypass road and inner ring frontage60–100 ft₹20,000 – ₹35,000Visibility, mixed-use potential
Outer growth villages, approved (Velugumatla, Danavaigudem, Kusumanchi road)30–40 ft₹6,500 – ₹13,000Infrastructure, access road quality
Unapproved village layouts20–30 ft₹3,000 – ₹6,500Regularisation status, title quality

A Khammam-specific observation: after the 2024 floods, the premium for higher ground widened. Two layouts a kilometre apart on the same road can now differ by 15 to 25 percent per square yard simply because one is on raised ground and stayed dry. Corner plots and plots on 40 ft roads add their usual 5 to 10 percent.

Plot sizes and what to expect inside a Khammam layout

Approved layouts around Khammam most often offer 150, 167, 200, 240 and 267 sq yd plots. Corner and main-road plots run to 300 to 500 sq yd. In older colonies, plots are irregular and often 100 to 200 sq yd.

Features of a well-executed layout:

  • 30 ft and 40 ft black-top or CC internal roads; a 60 ft spine in larger ventures
  • Covered storm-water drains with a clear outfall — non-negotiable in this city
  • Electricity, street lighting and adequate transformer capacity
  • Developed open space as required under the approval
  • Water through municipal or Mission Bhagiratha connections where available, with a common borewell as backup
  • Raised road levels relative to surrounding agricultural fields, so the layout does not act as a sump

Two practical notes on choosing a plot within a layout. First, facing still drives demand: east- and north-facing plots sell faster in Khammam and usually carry a small premium, so a west-facing plot can be a sensible way to save money if Vastu is not a priority for you. Second, soil changes across short distances here. Plots on the red, gravelly higher ground near the hills generally need simpler foundations than plots on the black cotton soil of the low-lying fringe, and that difference can run into lakhs on a two-storey house. A quick soil test before you buy, or at least before you design, is cheap insurance.

Legal checklist for Khammam plot buyers

  1. SUDA or DTCP LP number and approved plan, with your plot number and dimensions matching.
  2. Release letter from the authority covering your plot; commonly around 15 percent of the plotted area is mortgaged until works are complete.
  3. NALA conversion order for the layout's survey numbers.
  4. Thirty years of title documents linking the seller to the original landholder.
  5. Encumbrance certificate for 30 years from the Telangana registration portal.
  6. Revenue history on Dharani/Bhu Bharati and old pahanis to rule out government, assigned, inam or ceiling land. Assigned land under the Telangana POT Act cannot be sold.
  7. Section 22-A prohibited list check.
  8. Master plan zoning under the SUDA master plan.
  9. Munneru, nala and tank buffers plus flood history.
  10. Agency-area caution. Parts of the wider Khammam and Bhadradri Kothagudem region fall under Scheduled Area (agency) rules that restrict land transfers to non-tribal persons. This rarely affects Khammam town itself, but it matters for parcels toward the agency mandals.
  11. Taxes and dues to the corporation or panchayat.
  12. Developer authority — registered development agreement or GPA covering plot sales.
Ask the seller one simple question: "Where did water stand in this layout in 2024?" Then ask a neighbour the same question. If the answers differ, you have learned something important.

Registration and charges for a Khammam plot

Plot sale deeds are registered at the sub-registrar office with jurisdiction over the survey number. We confirm the right office for your plot before drafting.

ComponentApproximate rateApplied on
Stamp duty~4%Higher of agreed price or market value
Transfer duty~1.5%Same
Registration fee~0.5%Same
Total, approximately~6%Verify on the day at the SRO

Market values in Khammam's fringe villages are often below transaction prices. Duty is charged on the higher of the two. Declaring the true consideration protects you with banks and the income tax department. After registration, apply to mutate the property or vacant land tax record into your name.

Plot or flat? How Khammam buyers usually decide

Apartment projects have multiplied along the Wyra road, and many first-time buyers in Khammam weigh a 2 or 3 BHK flat against a plot on the fringe. The local preference still leans strongly toward plots and independent houses, for reasons that are worth spelling out.

  • Land holds value; buildings depreciate. In a district town, a flat's resale value depends heavily on the building's upkeep, while a plot's value tracks the land market.
  • Rental floors. Many families build a G+1 or G+2 house and rent out a floor to doctors, teachers or bank staff posted in the city. That rental income can meaningfully offset construction cost over time.
  • Staged spending. You can buy the plot now and build when funds allow, rather than committing to a single large purchase.
  • Control. No dependence on a builder's delivery timeline, an association's maintenance decisions or shared water supply.

The case for a flat is convenience, security and location — flats are often closer to the core than any plot you can afford. If you are undecided, we are happy to lay out both options with total costs for your budget.

Investment outlook for open plots in Khammam

What supports prices

  • A broad local buyer base from trade, agriculture, government and healthcare
  • Main-line rail and improving highway links in two directions
  • Civic investment in the core, including the Lakaram lakefront
  • Cross-border demand from buyers in neighbouring Andhra districts

What can hurt

  • Flood exposure in low-lying areas near the Munneru and its drains
  • Layout oversupply on some outer roads
  • Agricultural income swings, especially chilli and cotton prices
  • Speculative pricing near unconfirmed highway interchanges

Holding period

For inner-fringe SUDA plots on high ground, five to seven years is a reasonable investment horizon, or build within three to five years. Outer-village plots need seven to ten years. Liquidity is best for 167 to 240 sq yd plots in layouts with houses already standing.

Who should buy a plot in Khammam

A good match for:

  • Families from Khammam district wanting to build an independent house
  • Doctors, traders and government employees based in the city
  • NRIs from the district seeking a clean-title plot managed by a professional advisor
  • Buyers from the Vijayawada side looking for a lower-cost plot in a well-connected town

Not a good match for:

  • Anyone planning to commute daily to Hyderabad
  • Buyers chasing quick gains on highway rumours
  • Bargain hunters drawn to low-lying plots near the river

If you want to compare nearby markets, look at open plots in Wyra, the lake town north-east of the city; open plots in Kusumanchi on the Suryapet side; open plots in Kothagudem in the coal-belt district next door; and, toward Hyderabad, open plots in Suryapet. If farm land around the city is on your mind too, see our guide to agriculture land in Khammam.

NRI guidance for buying an open plot in Khammam

NRIs and OCIs can buy residential open plots, but not agricultural land, plantation property or farmhouses. Around Khammam, where approved layouts adjoin canal-fed farmland, make sure the plot is NALA-converted and part of an approved layout before you pay. Inheritance of agricultural land is allowed; purchase and gift are not, and inherited farm land may be sold only to a resident Indian.

  • Pay through NRE, NRO or FCNR accounts, or by inward remittance through banking channels.
  • Have a PAN for registration and TDS compliance.
  • If you cannot attend, execute a power of attorney at the Indian consulate (or apostille it where applicable), then have it adjudicated and registered in Telangana.
  • On resale, the buyer must deduct TDS at NRI rates; get a chartered accountant's advice on capital gains and repatriation.

Khammam open plots: questions buyers ask us

What is the current price of open plots in Khammam?

As of October 2026, SUDA-approved plots on the inner fringe — Mamillagudem, Ballepalli, Raghunathapalem and the Lakaram side — typically trade between ₹12,000 and ₹24,000 per sq yd on 30–40 ft roads. Outer approved villages such as Velugumatla and Danavaigudem range from about ₹6,500 to ₹13,000. Prime pockets on and near the Wyra road can reach ₹28,000 to ₹50,000. These are indicative ranges from recent transactions and advisor observation; ground level, facing, road width and layout development all affect the final price.

What does SUDA mean for a Khammam plot?

In Khammam, SUDA is the Stambhadri Urban Development Authority, named after the hill on which the Khammam fort stands. It approves layouts within its notified area around the city. A SUDA layout permission (LP) number confirms that road widths, open space, master-plan land use and mortgaged plots meet the rules. Ask for the LP number, the approved plan and the release letter covering your plot, and confirm the plot dimensions match the drawing before paying any advance.

How do I avoid buying a flood-prone plot in Khammam?

Start by asking where water stood in the layout during the 2024 floods, and check the answer with neighbours. Look at the plot's level relative to the Munneru, nearby nalas and surrounding fields. Confirm the layout has covered storm-water drains with a real outfall, and that no plot sits within a tank FTL or a stream buffer. Plots on raised ground now command a noticeable premium, and in our view that premium is worth paying for a house you will live in.

How far is Khammam from Hyderabad, Vijayawada and Warangal?

Khammam is about 200 km from Hyderabad by road via NH-65 to Suryapet and then the Suryapet–Khammam highway, roughly four hours. Vijayawada and Warangal are each a little over 100 km away. The city's station sits on the Kazipet–Vijayawada main line, with frequent trains to Secunderabad. A greenfield highway corridor under Bharatmala is being built to link Warangal, Khammam and the Andhra side, which should improve regional access once complete.

Are DTCP-approved layouts in Khammam acceptable?

Yes. Layouts approved by DTCP before SUDA's jurisdiction was notified, or outside its area, remain valid approvals. The checks are the same as for SUDA layouts: confirm the LP number matches the approved plan, see the release letter for your plot, review the NALA order and a 30-year encumbrance certificate, and check the parent land's revenue history on Dharani/Bhu Bharati. A genuine DTCP layout with completed infrastructure is a sound purchase.

Is it better to buy a plot or a flat in Khammam?

Local preference leans toward plots, because land tends to hold value in a district town while buildings depreciate. Many families build a G+1 or G+2 house and rent a floor to doctors or government staff posted in the city, which offsets construction cost. A plot also lets you spend in stages. Flats win on convenience, security and location close to the Wyra road. We can lay out total costs for both options within your budget if you are undecided.

What are registration charges for a plot in Khammam?

Approximately 6 percent of the higher of the agreed price or the government market value: about 4 percent stamp duty, 1.5 percent transfer duty and 0.5 percent registration fee. Where the price exceeds ₹50 lakh and the seller is resident, the buyer deducts 1 percent TDS. Market values and rates are revised periodically, so we verify current charges with the relevant sub-registrar office and on the Telangana registration portal before you transfer funds.

Can an NRI buy an open plot in Khammam?

Yes, if the plot is non-agricultural — NALA-converted and part of an approved layout. NRIs and OCIs cannot buy agricultural land, plantations or farmhouses, or receive them as a gift, though they may inherit them and later sell them only to a resident Indian. Pay through NRE, NRO or FCNR accounts or inward remittance, keep a PAN ready, and use a consulate-attested power of attorney, adjudicated and registered in Telangana, if you cannot attend registration. A chartered accountant should advise on tax.
